Before Oct., 2004, the VOP users of PC to home are rare and most of them are offered by foreign operators, like Skype, TELTEL, dialpad and so on.. With the Skype’s landing on China, some domestic companies, together with Telecom operators, offered instant communication software with the function of PC to phone in the form of “value- added service”. And this is gradually accepted by the public in recent years. According to a research by iResearch in 2004, the no. of users who made a phone call by instant communication software is 600 thousand, while the no of that in 2006 is 8 million. And the no. will increase greatly if the related policy of the nation can be more open.
